Other Committee · Meeting of September 16, 2026

Winthrop committee works through a draft developer tree ordinance without taking a vote. Chair Stan Swope led members Marty Finn and Paul Reard, plus participants Tom Dederian, Tony Marino, Joe Romano and John Morgan, through sections covering replacement ratios, construction fencing, and a proposed $300-per-day violation penalty. Finn warned the draft could let developers pay into a mitigation fund rather than plant trees, saying he feared Winthrop becoming "like, you know, Chelsea or something, like a concrete jungle." Marino floated a lottery system offering free trees to homeowners' yards if the town lands roughly $100,000 in grant funding.

Dederian cited a 329 Shirley Street honey locust saved through root pruning and regrading, while resident John Morgan said a four-year dispute over a tree at 190 Somerset Street cost $10,000 to $12,000 to resolve in 2023. The committee wants a complete draft before sending it to the Rules and Ordinances Committee.
