Winthrop Committee Advances Scooter Ordinance, Begins Long Council Rules Review

Winthrop Rules and Ordinance Committee unanimously recommends new scooter ordinance for full council review. The three-member committee, chaired by Chair Miller and including Councilors Romano and Dimes, voted Thursday to advance a new section 8.20.071 banning motorized scooters and electric bikes from town parks, conservation areas, natural surface trails, and sidewalks, with exceptions for permitted events, landscaping, construction, and town-manager-approved vehicles. The ordinance draws on MGL Chapter 90 for device definitions and state helmet requirements, sets fines within state law limits, and authorizes the Police Department, Parks Department, and designated officials, including named ticket writers such as Sean Driscoll, to enforce violations.

A public hearing before the full council is required before adoption. The committee also opened a multi-meeting review of Town Council rules and procedures, setting aside a proposed charter-conflicting change to vice presidential nominations after members confirmed it would require a new charter commission, and agreeing to compile written suggestions from all three members for consideration at the next meeting alongside Town Attorney Sippoletta.
