Winthrop manager backs employee-of-the-month plan, KPI rollout for next budget cycle

Winthrop's Public Health, Safety and Public Works Committee pushed Town Manager Anthony Moreno to formalize employee recognition and departmental performance tracking at its June 24 meeting. Moreno told Chair Suzanne Swob, Vice Chair Paul Reardon, and member Marty Finn that department heads are already developing key performance indicators for rollout in the next budget cycle, with one or two metrics per department. Vice Chair Reardon proposed an employee-of-the-month program tied to KPI achievement; Moreno called it "something to strive for" and said he would bring it to the Town Council.

The manager also described the town's move toward Microsoft Copilot and a planned meeting with permitting software vendor OpenGov to explore a public-facing operations dashboard pulling in SeeClickFix service-request data. Swob asked Moreno to produce an annual lessons-learned report on major incidents and to provide a cost accounting after both the July 3rd 250th anniversary celebration — for which the town is seeking $10,000 in state event funds — and the July 11 tall ships visit at Deer Island. No votes were taken.
