Winthrop Rules and Ordinance Committee calls for a mandatory parking study, stalls commercial vehicle sticker plan. The three-member committee voted unanimously Wednesday to recommend that the full Town Council commission a third-party parking study — measuring total public spaces and overnight occupancy rates at multiple time intervals — before any new commercial vehicle residential sticker program is established. Councilor Kim Dimes argued that published research sets 85 percent overnight occupancy as the ceiling beyond which no additional parking permissions can be granted, and proposed pairing the study with a limited pilot of roughly 25 commercial permits subject to strict eligibility criteria including proof of Winthrop residency, gross vehicle weight limits, and a one-sticker-per-household cap.

Public commenters were divided, with Hannah Belcher of Precinct 3 recommending sticker prices of $200 to $300 and automatic annual increases, while Paul Reade of Precinct 5 and a resident identified as Costigan argued the program would be an enforcement nightmare prone to abuse. A separate motion by Councilor Romano to send rules-of-procedure revisions covering sections 1 through 4 to the full council as individual sections rather than a complete package failed 1-2, with Chair Kurt Millar and Dimes voting no.
