Winthrop's Finance Committee recommended two borrowing authorizations for Winthrop Street infrastructure work, each passing with one abstention.
Finance Committee · Meeting of July 21, 2026
Winthrop's Finance Committee recommended two borrowing authorizations for Winthrop Street infrastructure work, each passing with one abstention. The panel backed a $1.5 million state-funded water main replacement from McGee's Corner to Metcalf Square, part of a project Department of Public Works staff estimated at $3 million to $3.5 million overall, and a separate $1,666,000 Massachusetts Water Resources Authority borrowing for sewer main rehabilitation tied to the town's MS4 stormwater monitoring requirements. Staff told the committee the town's real repayment obligation on the sewer loan is only about $416,500 over 10 years, since the MWRA grant covers 75 percent of the amount.
Combined, the two projects are expected to add about 45 cents per 100 cubic feet to water and sewer bills, roughly a 2.5 percent increase, starting with the first quarterly bill of fiscal 2028. "Because none of these things act by themselves," one member noted, after staff cautioned other rate changes could offset the increase in future years. Both items now go to the full Town Council.
