Finance Committee · Meeting of August 4, 2026
Winthrop's Finance Committee recommended a $1.1 million water meter and valve replacement bond and backed adoption of the town's 2026 Hazard Mitigation Plan update. Town Manager Marino's motion, submitted July 15, splits the funding into $300,000 for meters, $300,000 for valve exercising and $500,000 for valve replacement; water department staffer Cal said valve maintenance ensures crews "can isolate your break quickly" during main failures. Both votes passed unanimously and headed to the full Town Council the same evening.
On the hazard plan, a consultant identified as Tony told the panel the town could move from a Class 10 flood insurance rating, with no premium discount, toward Class 8 or 9, saying "class nine gets you five percent, class eight gets you ten percent." Discussion also covered FEMA's BRIC grant program, which officials said lost and then partially regained funding after a federal lawsuit, and a request that the town manager report annually on the mitigation plan's progress.
