Zoning Board · Meeting of September 8, 2026

Chelsea's Zoning Board of Appeals cleared a $113 million airport-area parking garage swap and delayed a decision on a Walmart Depot. The board unanimously approved special permits for UGP Pre-Flight Boston LLC and UGP 270 Central LLC to consolidate parking into a new six-level, 2,400-space garage at 111 Eastern Avenue, backed by a $750,000 mitigation payment and a projected $3 million a year in tax revenue. Members also approved four new housing units at 46 Beacon Street and 90 Broadway and reduced affordable-unit counts at three other projects to match the City Council's loosened inclusionary zoning rule.

The contested Walmart Real Estate Business Trust bid for a delivery-only grocery depot at 121 Webster Avenue was continued to October 13 after the Planning Board recommended denial, 4-3. Driver Melly Rosa warned the project would leave workers "stressed out and strung out," while Councilor-at-Large Leo Robinson said "we can do better."
