City Council · Meeting of October 19, 2026

CHELSEA — The Chelsea City Council voted 9-0 to set a 70 percent Chelsea-resident preference on a planned centralized affordable-housing waitlist. Councilor Kelly Garcia sponsored the order; the city manager said 70 percent is the maximum share allowed under state fair housing law without risking lawsuits. Councilor Calvin Brown warned that outside applicants could "move in three months before the list come out" and bump longtime Chelsea residents.

The council also adopted, 9-0, a corrected order of taking fixing a drafting error that had wrongly extinguished a truck-turnaround easement on the Island and River Project, and approved $26,546.88 to pay overdue vendor bills, including $17,666.01 to Tufts Construction for lead-pipe replacement. A separate $570,712 request to spend linkage-fee funds on social services, replacing expiring ARPA money, was sent to a conference committee after Councilor Taylor objected to moving it straight to Ways and Means.
