City Council · Meeting of October 8, 2026

BOSTON — The Boston City Council's Ways and Means Committee held a hearing on discrepancies between sale prices and tax assessments for high-value homes. Councillor Miniard Culpepper, the hearing's sponsor, cited a $15 million Commonwealth Avenue sale assessed at $4.4 million and a $21 million sale assessed at $12.5 million, asking Interim Commissioner of Assessing Henlon Wong "how do you explain for those kind of discrepancies?" Wong attributed much of the gap to state rules barring use of 2025 sales in fiscal year 2026 assessments. Chris Lehman of the Small Property Owners Association put the under-assessment of the city's top 20 homes at roughly $83 million.

University of Georgia professor Ruchi Singh countered that citywide data show Boston's assessments meet professional standards, with effective tax rates after the residential exemption running three times higher on a $5 million home than a $500,000 home. No vote was taken.
