City Council · Meeting of September 17, 2026

Boston council panel hears hours of testimony on unarmed security guard training mandate, takes no vote. The Committee on Government Operations, chaired by Councilor Gabriela Coletta Zapata, heard competing testimony on Docket 1541, which would require 40 hours of initial training and 8 hours annually for the city's unarmed guards. Small firm owners Herbie DuVernay and David Consul and Allied Universal's Cameron Kilburn warned of costs, including a $300-a-day penalty per guard for permitting errors; Kilburn urged the council to "reject Docket 1541" and defer to the state.

SEIU 32BJ's Carmen Fonseca, representing roughly 1,800 Boston security officers, countered: "I need training to provide safety to others and to myself." Councilor Miniard Culpepper submitted a letter opposing the ordinance "in its current form." The docket remains in committee with no scheduled vote.
