Winthrop Planning Board Delays Zoning Rewrite
Winthrop Planning Board tables use-variance repeal, awaits state-law opinion.
Planning Board · Meeting of July 20, 2026
Winthrop Planning Board tables use-variance repeal, awaits state-law opinion. The board voted unanimously to continue a Town Council-backed amendment to Section 17.52.030 that would strike use variances from the Zoning Board of Appeals' authority, with members noting Winthrop is "one of nine" Massachusetts towns that still allow them. Precinct 2 Councilor Kim Dunst told the board "we do have a misunderstanding" on the proposal's scope relative to a recent change to Chapter 40A.
The board also continued a Tree Committee-sponsored ordinance amendment after saying it lacked the full text of Chapter 12.48 needed to evaluate it, with Precinct 4 Councilor Suzanne Swope providing context on a related sidewalk-tree court ruling. A hearing on 210 Winthrop Street was pushed to August 24, and the board approved its June 15 minutes with two corrections.
