Planning Board · Meeting of March 24, 2026
Chelsea Planning Board unanimously recommended City Council approval of a Fitzpatrick-Prattville Smart Growth Overlay District that could bring up to 900 units to the 23-acre site, including a one-for-one replacement of all 198 public housing units. Housing Authority Executive Director Paul Nowicki told the board "the rent of those residents of the 198 families stays the same throughout this process." Developer John M. Corcoran Co. is targeting a groundbreaking around 2029, with relocation starting as early as 2028.
The board also voted 5-1, with one abstention, to recommend the council again deny a zoning change cutting R1 district minimum lot sizes from 7,500 to 5,000 square feet and allowing three-family homes by special permit, a proposal members rejected once already, in November, and called premature ahead of the city's master plan.
