Chelsea Planning Board recommended Broadway layout alterations and three special permits. Ben Cares, Director of Housing and Community Development, said the city is receiving upwards of $13 million for the downtown rebuild, which he said will take about two years. He called the board's role "an administrative motion." The board also endorsed the easement plan and recommended a Lash Street two-family with a six-foot opaque fence and Dark Sky lighting.

It continued a Walmart site plan review to Oct. 27 and heard a Chelsea Palante Master Plan hearing, with an adoption vote expected that day.
