Boston PFC Unanimously Approves Four Affordable Housing Votes Across Three Neighborhoods

BOSTON — July 18, 2026 — Boston Public Facilities Commission advances affordable housing on Blue Hill Avenue and clears stalled Mattapan land. The commission voted unanimously on all four items at its July 18 session, granting tentative developer designations to NS Partners LLC for 14 income-restricted homeownership condominiums at 353-395 Blue Hill Avenue in Roxbury at a $300 purchase price and to Norfolk Design and Construction LLC for six affordable ownership units plus a 7,000-square-foot community garden at 30-36 Mildred Avenue in Mattapan at $400. Chair Katherine Craven presided, with Commissioner Larry Momoli calling the Blue Hill Avenue project "a great project" at "two great sites — corner sites." The commission also approved a six-month extension of Norfolk's existing designation for eight affordable homeownership units on Elmont and Norwell streets in Dorchester, where a Zoning Board of Appeals hearing is pending, and accepted the return of five Mattapan parcels from Boston Housing Stabilization, Inc. after rising construction, soil remediation, and COVID-19 costs made completing the final phase of a 25-unit 2017 development infeasible.
