Votes included a final conveyance of 23 Dakota Street in Dorchester to Ronald and Siobhan Peters for $32,000 and a tentative designation of a Mattapan parcel to direct abutter Edwina J. Winn for $94,500 — a lot that has sat in city inventory for nearly 50 years. The largest single transaction was a $250,000 designation to Volna Capital LLC for Washington Street parcels in Dorchester, where the developer proposes 47 rental units including 20 affordable. The Louis D. Brown Peace Institute, a Dorchester violence-survivor nonprofit, received designation for two Westville Street lots at $29,000 to build a 15,000-to-20,000-square-foot community healing center requiring $15 million in private fundraising.
