Boston Officials Describe Layered Event Safety System, Flag Federal Grant Vulnerabilities

BOSTON -- July 15, 2026, Boston public safety chiefs tell City Council the event-safety system is strong but federally funded equipment and training are at risk. The Committee on Public Safety and Criminal Justice, chaired by At-Large Councilor Henry Santana, convened a February 13 hearing on Docket 0163, sponsored by Councilors Aaron Murphy, Ed Flynn, and Enrique Pepin, to examine protocols at large public gatherings. Boston Police Superintendent Robert Ciccolo confirmed the city has used blocking vehicles since at least September 11, 2001, and that the practice has "steadily grown as the threat has evolved." EMS Chief James Hooley disclosed that much of Boston's specialized rapid-response equipment, mini-ambulances, crowd-decontamination gear, protective equipment for EMTs supporting police, was purchased with Urban Area Security Initiative and federal health grants now under uncertainty, warning that international training exchanges with London, Madrid, and Paris counterparts were "not frill things." Fire Commissioner Paul Burke noted the department's 1,500-plus members can staff major events without creating citywide coverage gaps, and that drone technology is now the department's most valuable large-event tool. Officials from multiple departments acknowledged that no formal numerical threshold currently exists to automatically trigger Emergency Operations Center activation, and Chief of Emergency Preparedness Adrian Jordan said threshold talks with the planning and permitting departments are ongoing.
