Boston Council Hears $4.4 Billion Capital Plan as Debt Ceiling, Project Delays Draw Scrutiny

BOSTON — April 14, 2026 — Boston council presses administration on $4.4 billion capital plan as libraries and community centers remain stalled. At a April 14 Ways and Means hearing chaired by District 6 Councilor Ben Weber, the administration presented a FY2027-2031 plan spanning 321 projects financed primarily through general obligation bonds, with Budget Director Jim Williamson warning that debt service — currently at 5.9 percent of the operating budget — is projected to approach the city's self-imposed 7 percent cap by 2030-2031. Council President Liz Breadon delivered an extended rebuke over the Jackson Mann Community Center in Allston-Brighton, citing a 1993 paper trail and a building deemed "inappropriate for its designated use" in 2016, with $10 million budgeted but no construction timeline: "Saying there's $10 million for the community center doesn't mean anything if we don't see a start, do, finish." Chief of Operations Dionne Irish said a site study is due within weeks. The South End Library, roughly 92 percent through design, remains in limbo over a rear-alley truck-access problem, drawing testimony from Friends of the South End Library founder Marlene Neenhaus, who noted the neighborhood will have been without a permanent library for eight or nine years by the time construction is complete. Gregory Maynard of the Boston Policy Institute called for a standalone hearing on the BPS Long-Term Facilities Plan, noting the Allston Elementary School design was cut from $10.2 million to $500,000 and the Blackstone Elementary from $20 million to $500,000 in the new budget.
