Dorchester Bay Opens Indigo Block With 80 Affordable Units After Seven-Year Effort

BOSTON — July 22, 2026 — Dorchester Bay Economic Development Corporation formally opened Indigo Block in Roxbury on July 22, completing a mixed-use affordable housing development more than seven years in the making. The project delivers 80 affordable rental units, nine homeownership opportunities on an adjacent parcel nearing completion, and ground-floor commercial space on a formerly vacant lot near Dudley Square. CEO Perry Newman said the project survived a pandemic-era construction freeze, supply chain disruptions, and a 14-source financing structure assembled beginning in 2014. Mayor Kim Janey, a Roxbury resident herself, told the crowd that "until everyone can afford housing, our work of creating affordable housing is not done." Rich Mazzotti of Boston Capital Development, a co-developer, said the team "never had a question as to whether Indigo Block would happen — it was just a matter of when." Financing partners included MassHousing, DHCD, Eastern Bank, Boston Private Bank, and the LIFE Initiative; general contractor NEI General Contracting was credited for pulling the project through the COVID-19 construction period.
