Winthrop's Committee on Public Health, Safety and Public Works reviewed a draft update to the town's federal hazard mitigation plan, teeing up a full Town Council adoption vote. Councilor Swope presented a detailed memo of corrections, which a Metropolitan Area Planning Council planner, Martin, called more thorough than federal requirements demand. Town staff member Tony said a near-term fix for recurring Morton Street flooding, installing tidal flapper valves, would cost $200,000 to $300,000 to engineer and $700,000 to $1.1 million to build, separate from a previously cited $13 million larger stormwater project.
The MWRA's Shirley Street mitigation payment, roughly $1 million over 10 years, and an unresolved Army Corps of Engineers dredging plan for Lewis Lake tied to a $9 million Miller Field allocation, also came up. "Your chances of receiving federal grants are better than they used to be," Martin said, after describing the reinstated BRIC program following a multistate lawsuit.
