Boston Public Facilities Commission Approves Nine DND Votes, Advancing 45 Affordable Units

BOSTON — July 22, 2026 — Boston Public Facilities Commission unanimously approves nine Department of Neighborhood Development votes, advancing roughly 45 affordable units across Dorchester and Roxbury. Chair Catherine Craven presided, with Commissioners Larry Mamali and J.C. Burton joining, though both Craven and Burton experienced audio and connectivity issues during the remote session. Staff from DND's Neighborhood Housing Development Division presented the bulk of the agenda, including land conveyances to 405 Washington Street LLC and 120 Hancock Street LLC — two Urbanica Inc. nominees developing 13 and 15 deed-restricted homeownership units respectively — at nominal purchase prices of $100 and $200. Norfolk Design and Construction LLC, an MBE and veteran-owned firm, received a $300 conveyance for three Hopebird Street parcels that had sat in DND inventory for up to 47 years, while BPCR Mount Bowdoin LLC received a $700 conveyance for nine parcels vacant for up to 46 years, collectively generating a projected $36,563 in annual new tax revenue. The commission also approved a $50,000 grant from the Boston Foundation for Blue Hill Avenue Action Plan consulting — down from a requested $120,000 — and amended a Rose Architectural Fellowship grant upward from $136,000 to $151,640 over 27 months to retain an embedded design staffer advancing DND's Additional Dwelling Unit 2.0 pilot. A tentative developer designation to Joe P. De Silva for a Clifton Street parcel in Roxbury — held in city inventory for more than 80 years — closed the agenda.
