Boston's Public Improvement Commission approved more than a dozen utility, roadway, and pedestrian petitions at its April 23, 2020 meeting, the commission's first conducted by videoconference due to COVID-19. Chair Paul Osgood presided over approvals ranging from an Eversource Energy utility pole on East Eagle Street in East Boston — held up for months pending state Energy Facilities Siting Board action and linked to the new East Boston police station — to four Seaport Square development petitions for pedestrian easements, street repairs, a private utility crossing, and building canopies, all tied to the 400 Summer Street mixed-use tower. Two Neighborhood Slow Streets packages covering roughly 15 streets in Dorchester were approved, including a roundabout at Edson and Milton Streets.

New business on a proposed Kenmore Square hotel by Mark Kenmore LLC drew public comment from Audubon Circle Neighborhood Association president Dolores Bogdanian, who told commissioners the traffic analysis was "based on false assumptions" and urged them not to assume prior city reviewers "had done their homework." Six Crown Castle Fiber conduit petitions were continued to May 21 after the firm's engineer could not maintain an audio connection.
