Boston PFC Unanimously Approves $519K in Contract Amendments for East Boston Schools

BOSTON — July 22, 2026 — Boston Public Facilities Commission approves $519,102 in contract amendments for two East Boston elementary school projects. The commission, chaired by Catherine Craven and including Commissioners Larry Romoli and J.C. Burton, voted unanimously October 20 to amend contracts with ExpertCon Inc. and Raymond Design Associates Inc. covering work at the Samuel Adams Elementary School and the Patrick J. Kennedy Elementary School, both part of the 2021 Massachusetts School Building Authority Accelerated Repairs Program. Senior Project Manager James McQueen explained that originally scoped window and boiler replacements — estimated at $2.16 million — triggered a state rule requiring full accessibility compliance once project costs exceeded 30 percent of each building's assessed value, driving the total estimate to $18.6 million and requiring elevator-equipped additions at the rear of each building. The ExpertCon OPM contract increased by $12,600; the Raymond Design Associates design contract increased by $506,502, with final payment due July 29, 2022.
