Boston PFC Approves Four Affordable Housing Votes Across Three Neighborhoods

BOSTON — July 19, 2026 — Boston's Public Facilities Commission unanimously approved four affordable housing votes Saturday, advancing projects that could yield at least 28 new deed-restricted homeownership units across Roxbury, Mattapan, and Dorchester. Chair Katherine Craven and Commissioner Larry Momoli approved a tentative developer designation for NS Partners LLC — a joint venture of Norfolk Design and Construction and SMJ Development LLC — for three Blue Hill Avenue parcels in Roxbury at a $300 purchase price, enabling 14 income-restricted condominiums and 1,500 square feet of retail space. A separate vote designated Norfolk Design and Construction as tentative developer for four Mildred Avenue parcels in Mattapan at $400, yielding six affordable condominiums and a 7,000-square-foot community garden to be transferred to the Trustees of Reservations. The commission also extended Norfolk's existing tentative designation for five Dorchester parcels by six months to allow time for Zoning Board of Appeals approval, and authorized MOH to accept a deed returning five undeveloped Mattapan parcels from Boston Housing Stabilization Incorporated — a move Momoli called "mostly a legal housekeeping matter" — clearing the way for a new disposition process on land originally conveyed in 2017.
